How does the FUP / throttling work on sat_speed+? PDF Print

The system constantly calculates for every sat_speed+ user a possible average data transfer rate (data volume) for a certain timeframe (hour, four hour, daily, weekly, four weekly). This average also called threshold.


As far as users are over the threshold there bandwidth will be throttled, so that for this user there is less data throughput (speed) available. For the case that this costumer continues to stay over the average, the bandwidth will be throttled even harder. A complete lock of the system will never happen, so that even in very hard cases of throttle there is still possible to access the internet.

This occurs of a simple reason. Multiple users share the same total capacity. So it could be, that a few users demand the bandwidth most intensive which result in a disturbance of the other users. We are using a throttling to prevent this behaviour and keep the bandwidth stable for users. Of this, the name Fair-Use-Policy can be derived (concept of fair usage). All in all there five different timeframes (see below) with five different steps of throttling. The suspension of throttling takes in real time. That means that if a user bandwidth is restricted for example due to the hourly usage behaviour, the throttling disappears permanently and not at the top of every hour.

How does a timeframe looks like?

hour FUP: time now + last hour (viewed period of time: 10th Oct. 2008 11:00 a. m. till 10th Oct. 2008 12:00 noon)
four hour FUP: time now + last 4 hours (viewed period of time: 10th Oct. 2008 8:00 a. m. till 10th Oct. 12:00 noon)
daily FUP: time now + last 24 hours (viewed period of time: 9th Oct. 2008 12:00 noon till 10th Oct. 2008 12:00 noon)
weekly FUP: time now + last week (viewed period of time: 3th Oct. 2008 12:00 noon till 12th Oct. 2008 12:00 noon)
four weekly FUP: time now + last 4 weeks (viewed period of time: 10th Sep. 2008 12:00 noon till 10th Oct. 2008 12:00 noon)

The data average does not correspond the actual data transfer rate. The thresholds are calculated with the following formula:

threshold = 0,5 * download (MByte) + 1,5 * upload (MByte)

The chart below illustrates the theoretical possible down- or upload volume by the four weekly timeframe. Please have in mind that the chart reflects only an exemplary figure, because it is not possible to restrict the data transfer rate solely to download or solely to upload in reality.

The formula (threshold = 0,5 * download + 1,5 * upload) and the chart presented above results for example by four weekly view with tariff “silver” that it is possible to download 6000 MB and upload 2000 MB without bandwidth limit, because 0.5 * 6000 MB + 1,5 * 2000 MB = 6000 MB (threshold).

We want to point out that no satellite provider exists who does not use a so called „fair use policy“. However there are providers who do not explicitly mention the fair use policy. Furthermore you can anytime view your data volume and an imminent throttling in our customer area. Moreover the FUP is working independently, which guaranteed that every user is treated equal and fair.
